In my previous article on Modern Integrated Warfare I explored the concept of the kill chain – the sequential stages of a military attack that form part of a tightly coordinated process involving a complex network of individuals, systems, weapons, and data, all working together to identify and neutralize an enemy target. I also explored the essential role that the military’s CJADC2 initiative will play in creating a more rapid, flexible, and effective kill chain, which will be needed as the U.S. Department of War (DoW) shifts its focus to modern peer and near-peer adversaries.

CJADC2 is the DoW’s vision to create a secure, unified command and control network across defense branches and allied partners, allowing all military forces to sense, make sense, and act. This multinational framework connects sensors, shooters, and decision-makers across all domains—land, sea, air, space, cyber, and the electromagnetic spectrum—to strengthen situational awareness and enable faster, more coordinated responses.

This represents a shift away from the traditional model of stove piped data, systems, and hardware within the different military branches. By contrast, the CJADC2 environment lets all forces share and synthesize vast amounts of disparate data from across the battlespace. This enables decision-makers to uncover non-intuitive insights that would have been impossible in a siloed environment. In this way, CJADC2 supports all-domain visibility and decision dominance while empowering the Joint and Coalition Force to act with unprecedented speed, accuracy, and lethality.

When fully realized, CJADC2 can transform the kill chain from a linear, service-specific process into a multidomain action that’s enabled across joint and coalition forces. Fostering integration and interoperability allows forces to synchronize reconnaissance and rapidly share data across systems, services, and domains. This accelerates the kill chain at every stage—from detection to the reduction of a threat—by connecting the right data to the right decision-maker and the right shooter at the right time.

Here is how CJADC2 enhances each phase of the kill chain:

  1. Find: CJADC2 supports the integration of ISR data across domains and services in real time. It enables multi-sensor fusion—combining data from satellites, drones, radar, and cyber sensors — to rapidly locate adversary threats.
  2. Fix: Using AI and machine learning, CJADC2 systems refine target identification and geolocation. Data is processed faster and shared instantly across domains to ensure the target’s location is accurate before engagement.
  3. Track: CJADC2 supports persistent tracking by ensuring all services and allies have a synchronized and real-time operational picture. This prevents loss of contact with the target and facilitates coordinated decisions.
  4. Target: By enabling shared access to battlefield data and decision-making tools, CJADC2 can help commanders select the best available shooter—whether that’s an aircraft, a ship or a cyber tool—based on range, capability and availability.
  5. Engage: CJADC2 compresses sensor-to-shooter cycles by helping ensure the shooter receives targeting data quickly and securely. It supports dynamic re-tasking and engagement across domains in seconds, which increases agility, maneuverability, and lethality.
  6. Assess: CJADC2 enables warfighters to collect and analyze post-engagement data from all-domain assets, helping them quickly assess the effects of the attack and identify areas for refinement.

Unfortunately, achieving CJADC2 is a massive collective effort. It requires a willingness and ability to move away from traditional siloes and integrate vast organizations of people, processes and technologies on a global scale.

For this reason, enabling a true CJADC2 environment is both a technological and a cultural challenge—one that’s complex, but not insurmountable if done right. The benefits of achieving CJADC2 are massive, including the ability to leverage artificial intelligence (AI) and machine learning (ML) technologies throughout the kill chain.

Using AI/ML in the Kill Chain

AI/ML will play a transformative role in the next generation of CJADC2, enhancing its ability to support the kill chain. With increasing proficiency, AI algorithms are able to process and analyze massive streams of sensor data to identify high-value targets and the right moment and manner to engage them. This brings more precision to the kill chain in a transparent battlespace, where strike opportunities are fleeting, and every millisecond counts.

By accelerating decision-making, improving accuracy, and enabling autonomous operations, AI/ML will dramatically reshape how the U.S. military operates across all six phases of the kill chain:

  • Find — Faster Threat Detection: Process massive volumes of ISR data from satellites, drones, radar, and cyber sensors in real time and identify patterns or anomalies that indicate potential threats far faster than human analysts. Enable predictive intelligence to locate targets before they emerge.
  • Fix — Pinpoint Target Locations with High Precision: Fuse sensor data across platforms to accurately geo-locate targets and improve precision through continuous learning algorithms that adapt to enemy tactics and countermeasures. Reduce false positives and enhance situational awareness.
  • Track — Real-Time Monitoring: Maintain persistent surveillance using smart tracking algorithms that can follow high-speed or stealth targets. Automatically update target movement across multiple domains and relay data to all relevant operators and anticipate target behavior using predictive models.
  • Target — Accelerated Decision-Making: Automate target prioritization and pairing with the most effective weapon systems based on availability, mission type, and rules of engagement. Provide commanders with AI-generated options and outcomes for faster, more informed decisions, and ensure compliance with legal and ethical parameters via AI-supported workflows.
  • Engage — Accuracy and Autonomy: Support autonomous systems to strike with minimal human input. Enable real-time re-tasking and course correction during mission execution, enhancing efficiency and reducing the risk of collateral damage through intelligent targeting.
  • Assess — Feedback loop for continuous learning: Analyze mission outcomes instantly to gain more nuanced and immediate insights. Provide feedback to improve future targeting models and operational tactics.

Using AI, automation, and advanced analytics, the DoW can accelerate the transformation of raw data into actionable intelligence, allowing command and control to rapidly derive actionable insights while also significantly reducing the cognitive workload of warfighters.
